I am creating a Language Cognitive resource in the language cognitive Azure portal. Getting this error – Failed to register feature: LegalTerms.TextAnalytics.TAForHealthRAITermsAccepted.

Probably issue with Accepting the terms and conditions. Try creating the same Language resource from Azure Portal. It will work. Then select it from the Language Cognitive Service portal.
